IZVJEŠTAJ S 21. SVJETSKOG KONGRESA POLITIČKE ZNANOSTI

 

SVJETSKOGA UDRUŽENJA ZA POLITIČKU ZNANOST

 

Jedan od najznačajnijih događaja u politološkoj znanstvenoj zajednici svakako je svjetski kongres koji Međunarodno udruženje za političku znanost (International Political Science Association – IPSA) organizira svake tri godine. Ovogodišnji 21. Svjetski kongres političke znanosti (21st World Congress of Political Science) održan je u Santiagu, u Čileu, od 12. do 16. srpnja, na temu „Globalno nezadovoljstvo? Dileme promjena“ (Global discontent? Dilemmas of Change), a na kojemu je i obilježena 60. godišnjice postojanja IPSA-e.

 

 

Tema Kongresa „Globalno nezadovoljstvo? Dileme promjena“ – na najširi mogući način postavljeno problematiziranje globalizacije i svih njezinih efekata – razrađivala se kroz nekoliko blokova konferencijskih izlaganja. Glavna tema bila je raspodijeljena u setove panela (Main Theme Sessions), uglavnom prema glavnim pod-disciplinama političke znanosti: 1. međunarodni odnosi, 2. komparativna politika i političke institucije, 3. politička sociologija, 4. međunarodna politička ekonomija, 5. politička teorija, 5. javne politike, 6. rod, kultura i identitet, te 7. ideje. Izlaganja su se također održavala i kroz panele istraživačkih odbora (Research Committee Sessions), zatim dodatne specijalne panele (Special Sessions), pred-kongresne panele (Pre-Congressional Sessions), te panele lokalnog organizatora na španjolskom i portugalskom. Ukupno je u Čileu u manje od tjedan dana održano više od 600 panela, svaki s od 2 do 4 izlagača, čime se dobiva brojka oko 1.800 izlagača, iako je broj sudionika narastao i preko 2 tisuće.

 

Hrvatska je ove godine imala najveću delegaciju na Kongresu od svih dosadašnjih sudjelovanja. U organizaciji HPD-a, na Kongresu u Čileu sudjelovalo je čak 11 hrvatskih znanstvenika, članova HPD-a. Hrvatsku su delegaciju, prema abecednome redu, činili: Ante Barišić, Nebojša Blanuša, Davor Boban, Davorka Budimir, Marijana Grbeša, Marko Grdešić, Andrija Henjak, Ivan Koprić, Viktor Koska, Zdravko Petak i Ana Petek. Davorka Budimir je kao potpredsjednica predstavljala HPD u Skupštini IPSA-e, te je sudjelovala u izborima za novi Izvršni odbor i predsjednika. Ostali članovi hrvatske delegacije dobro su se predstavili izlaganjima vlastitih istraživanja.

 

Najveći broj izlaganja bio je vezan uz Istraživački odbor za Javne politike i upravu (Research Committee on Public Policy and Administration – RC32) s kojim HPD već niz godina ima dobru suradnju i čiju je konferenciju organizirao u Dubrovniku u lipnju 2008. Na radnome sastanku Odbora dogovoreno je da dubrovačka konferencija o javnim politikama i upravi postane tradicionalno okupljanje RC32 godinu dana prije svjetskoga kongresa. Slijedeća će se održati početkom ljeta 2011, i biti će kontinuirana prigoda za umrežavanje i predstavljanje HPD-a i Odsjeka za javne politike, menadžment i razvoja Fakulteta političkih znanosti s renomiranim međunarodnim znanstvenicima iz polja javnih politika i javnoga upravljanja. Takva praksa bila je bogata već i na ovoj konferenciji. Zdravko Petak je u panelima RC32 bio i diskutant i moderator, te je imao i izlaganje (The Work of Policy Bureaucracy in Croatia). U panelima istoga Odbora izlagali su i Ivan Koprić (Contemporary Croatian Public Administration on the Matter of Reform) i Ana Petek (A Democratic Governance Approach to the Regulatory Reform in Croatia: A Chance to Develop Constitutive Policies?). Na srodnome bloku panela Public Policy u sklopu glavne teme svoje su izlaganje održali Marko Grdešić i Viktor Koska (Governance in the Weak State – Weak Society Settings of Eastern Europe).

 

Davor Boban i Andrija Henjak na Kongresu su predstavili temama iz komparativne politike, te su izlagali u sklopu glavne teme, na dijelu o političkoj sociologiji (Henjak: Institutional Design and Voting Behavior: A Cross-National Comparison of the Impact of Leaders, Partisanship, Performance Evaluations and Ideology on the Vote) te na specijalnoj sesiji o polupredsjedničkim sustavima (Boban: Abandonig Semipresidentialism in Central and Eastern Europe? Cases of Croatia and Poland). Marijana Grbeša i Nebojša Blanuša svojim su izlaganjima HPD povezali s dva dodatna istraživačka odbora – onime koji se bavi političkom komunikacijom – RC22 Political communication (Grbeša: Is Private Still to Private? The Privatization of Politics in Croatia) i onime koji se bavi političkom psihologijom – RC29 Psycho-Politics (Blanuša – The Structure of Conspiratorial Beliefs in Croatia). Ante Barišić nastupio je na panelu lokalnoga organizacijskog odbora.

 

 

Osim službenoga programa, ovogodišnji Svjetski kongres političke znanosti dodijelio je i niz važnih nagrada i priznanja. Najznačajniju nagradu Karl Deutsch za renomiranog istraživača više disciplinarnih polja dobio je jedan od najpoznatijih politologa današnjice, Giovanni Sartori. Sartori je održao i predavanje koje je bilo najposjećenije od svih na cijelome Kongresu. Održano je i primanje, u organizaciji izdavačke kuće Sage Publications, za IPSA-in časopis International Political Science Review te za bazu časopisa IPSAbstracts, na kojemu su sudjelovali i glavni urednik te izvršna urednica Anala. Kongres je završio izborima za novo vodstvo IPSA-e – za predsjednika, podpredsjednike i ostale članove Izvršnoga odbora. Novim predsjednikom postao je Leonardo Morlino, talijanski politolog iz Firence. Kongres je bio posebno obilježen pitanjem rodnih uloga u politici i politikom prema ženama, temom koja je jedan od ključnih interesa IPSA-e već nekoliko godina.

The Project

The International Encyclopedia of Political Science (IEPS) is a joint project of the Encyclopedia Society and the American Political Science Association. The encyclopedia will be in five volumes and will consist of over 1.8 million words, or about 3,000 pages. It will contain 2,500 bylined articles by contributors drawn from over 60 countries. The manuscript is scheduled for delivery in 2007 with publication planned for 2008. An online version of the encyclopedia will follow in 2009.

IEPS will be one of the most ambitious encyclopedia projects in political science. It will be a commanding survey of the state of politics and political science at the beginning of the 21st century.

Magisterial Resource

Encyclopedias are magnets that attract and Petri dishes that preserve and grow scholarship. They are unique resources that distill current and past ideas, place them in a comparative context and tie them together for quick reference. They also provide a platform for discussion on issues and thus help to develop and clarify new theories and concepts. They can be revised periodically, both in print and online, to reflect changes on the ground. They explore the past, define the present and help to bring the future into focus. Every discipline needs an authoritative flagship encyclopedia to serve as the central repository for scholars to draw on for ideas and information.

IEPS is designed to fulfill such a role as a central and magisterial encyclopedia for political science. It will bring together many distinguished political science scholars from all over the world and offer them an opportunity to comment on the core issues that have concerned political scientists from the dawn of time, and to chronicle the evolution of political theories and practice.

Rationale

Politics is one of the most dynamic drivers of change in the world and its theory and practice are being transformed in remarkable ways. The sovereignty of the nation-state is being eroded by regional and global forces, from within as well as without. Even as many authoritarian regimes have been swept away in the past 50 years, new challenges have emerged based on gender, race, ethnicity and religion, forcing political scientists to rethink old ideas and devise new ones. The very language of politics and the sources of collective identity have been recast. As the old and familiar landscape of politics disappears, there is a need for new resources around which scholarly discourse can coalesce and from which the community of scholars can draw fresh ideas. Designed to explain ideas as well as processes, the encyclopedia will offer cutting-edge analysis and interpretation and convey the vitality and excitement of the world of politics.

Scope and Treatment

In the selection of topics as well as the selection of contributors, IEPS will be guided and defined by two principles: It will be international in scope and balanced in treatment. An important task of the encyclopedia will be to illustrate the global nature of political ideas and movements. Politics, like the world itself, has become borderless. To reverse the oft-quoted maxim, all politics is global, subject to the “butterfly in China” syndrome. The encyclopedia will acknowledge and communicate a wide range of interpretations, both Western and non-Western, national and international. Similarly, contributors will be drawn from a wide catchment area that will extend to all continents.

The encyclopedia also will offer balanced treatment consistent with the needs of innovative scholarship. It will incorporate perspectives drawn from a host of related disciplines, especially women’s studies, sociology, anthropology, philosophy, theology, law, history, environmental studies, international studies and business. On controversial issues, it will offer a number of alternative interpretations by different authors.

Functions of an Encyclopedia

All mature disciplines need a dedicated encyclopedia where current ideas in the field are assembled so that students can find an authoritative source which they can use as a benchmark for further research.

An encyclopedia performs valuable services to the field with which it deals. In the Middle Ages, the two terms used to describe encyclopedias were Summa and Notitia. Summa means a summary or a distillation of ideas so that a reader does not need to go to hundreds of books to obtain basic information on any field of knowledge. Notitia means the state of the art in any existing field, that which a student or scholar needs to know in order to gain a working knowledge. IEPS will perform both these functions.

It will also help to point the direction in which the discipline should move and grow. This is the prescriptive function of an encyclopedia. This is an especially important function for a multidisciplinary field which sometimes tends to grow in an unsystematic fashion. By demarcating the field, the encyclopedia will help scholars focus on the most promising areas of growth.

IEPS will also serve as a desk reference or a treasury of information. The many appendixes planned are an indication of the broad desk reference function of the encyclopedia.

Special Features of the Encyclopedia

All encyclopedias generally follow the same format, that is, their entries are in alphabetical order; the entries do not have footnotes, and so on. But each encyclopedia will have some unique features. IEPS will have a number of such features.

It will be a Diachronic encyclopedia. Encyclopedias are generally divided into synchronic and diachronic. Synchronic encyclopedias are descriptive encyclopedias that present the state of the art of any subject. Diachronic encyclopedias are historical encyclopedias that delve into the history of a subject. Many of the major articles in the encyclopedia will have historical aspects that clarify the background and evolution of the subject matter.

It will truly be an international encyclopedia not merely in its coverage and scope but also in the nationality of its contributors. Its contributors will be drawn from a wide catchment area covering many major nations. The diversity of the contributors will ensure that all perspectives and traditions are represented. It will particularly ensure that not only Western and Northern but also Eastern and Southern perspectives are presented.

It will be multidisciplinary in approach drawing on scholars from many fields to lend coherence to the conflicting policies, theories, constructs, programs and ideas that populate the field. Opposing viewpoints will be presented objectively and fairly.

Its chronological depth will extend to all historical periods. There will also be a discussion in many entries on the future.

Editorial Organization

IEPS will be organized in strict A to Z dictionary format with 2,500 short and long articles. The encyclopedia will be prefaced with a Syntopicon that organizes the articles in a thesaurus format showing the interrelationships among the entries and logical sequence. Among the 2,500 articles there will be over 50 core overview articles and 50 interpretive essays written by outstanding specialists. They will deal with the central themes, concepts, ideologies and institutions that undergird the work. These essays will provide the scaffolding for the work as a whole. These longer articles will range anywhere between 3,000 and 5,000 words each. Shorter, breakout articles will deal with subsidiary topics, biographies, nations, and historical events. The largest group of entries will be biographical. Biographies will include not only political figures but also major political scientists in history.

All entries will carry bibliographies and cross references and other navigational aids.

Audience

IEPS is gaited primarily to the needs of teachers and students of political science in high schools and colleges. The style of writing will therefore be nontechnical and jargon-free. Another important target audience will comprise political scientists, policy experts, scholars and researchers. The encyclopedia will also be of interest to politicians, journalists, diplomats and those engaged in international organizations.

Plan of Work and Outline

The encyclopedia is in A to Z alpha format. The 2,500 entries will be in six classes: Overview articles; Interpretive Essays; Historical Articles, Breakout Articles; Issue Discussions and Short Informative Articles.

The headword list will be built around 50 categories. These categories will anchor the encyclopedia and will be critical to its architecture. Twenty four of the categories will correspond to 24 of APSA’s 36 sections. The remaining 26 will be devised for the encyclopedia to reflect areas, trends and subfields that are gaining in importance in the new century.

KONGRES IPSA-e 2006 FUKUOKA (Japan)

20. Kongres politologa održava se svake tri godine, a ovogodišnji je održan u japanskom gradu Fukuoki, te je okupio je preko 2.300 učesnika.

HPD su predstavila tri člana prof. dr. Smiljana Leinert-Novosel, prof.dr. Zdravko Petak i prof.dr. Zoran Kurelić zapaženim referatima.

Prof. Petak izabran je u Radno predsjedništvo RC 32 narednog Kongresa koji će se održati 2009. godine u čileanskom Santiagu. Dekanica Smiljana Leinert Novosel bila je ozbiljna kandidatkinja za članicu Izvršnog odbor IPSA-e, a što je veliki uspjeh za Hrvatsku.

KONFERENCIJA IPSA-e O OBRAZOVANJU 20.-22.05.2004. Prag

u organizaciji Međunarodnoga sociološkog udruženja (International Sociological Organization, ISA) i uz potporu Istraživačkog odbora za političku socijalizaciju i obrazovanje (RC 21) Međunarodnoga udruženja za političku znanost (IPSA) u Pragu je od 20. do 22. svibnja 2004. godine održana međunarodna znanstvena konferencija pod nazivom Education, Participation and Globalisation.

Osnovna ideja konferencije bila je tematiziranje odnosa obrazovanja i demokracije u kontekstu globalizacijskih procesa. Pri tome je ova tema propitivana dominantno iz perspektive sociologije i politologije, ali i iz drugih društvenih znanosti.

Na skupu je sudjelovalo 70-ak znanstvenika iz 30-ak država iz različitih dijelova svijeta (Australija, Brazil, Finska, Indija, Južna Afrika, Kina, Kolumbija, Rusija, SAD, itd.). Hrvatsko politološko društvo predstavljali su mr.sc. Tihomir Žiljak i mr.sc. Berto Šalaj koji su održali izlaganje pod nazivom «Political Education and Political Scientists in Croatia».


KONGRES IPSA-e 2003 DURBAN (Južna Afrika)

IZVJEŠĆE O SUDJELOVANJU NA SVJETSKOM KONGRESU IPSA-e U DURBANU

Na 19. Svjetskom kongresu IPSA-e, održanom od 29. lipnja do 4. srpnja 2003. u Durbanu, Južna Afrika, kao hrvatski predstavnici sudjelovali su doc.dr. Zoran Kurelić i doc.dr. Zdravko Petak. To je bilo prvo sudjelovanje hrvatskih politologa na kongresu IPSA-e od kongresa održanog 1994. u Berlinu.

Kongres u Durbanu okupio je nešto manje politologa no nekoliko posljednjih kongresa, no ipak je privukao respektabilnih 1.011 sudionika. Najviše politologa i ovog je puta pristiglo iz SAD-a (232), a po brojnosti sudionika slijedili su delegati iz Južne Afrike (82), Velike Britanije (43), Francuske i Kanade (32), Njemačke (31) i Koreje (25). Glavna tema kongresa imala je naslov «Demokracija, tolerancija i pravda». Inače, rasprave na samom kongresu organizirane su u okviru glavne teme kongresa, općih panela (koji se dijelom preklapaju s podjelom na podisciline političke znanosti), te istraživačkih odbora IPSA-e (ima ih ukupno 52).

Dr. Kurelić predsjedao je panelom u okviru opće teme br. 8, usmjerenom na kritiku globalizacije utemeljenu na analizi politika. Osim toga kolega Kurelić izložio je i referat pod naslovom «Globalization and tolerantion».

Dr. Petak imao je izlaganje u okviru glavne teme br. 9, u okviru panela koji se bavio implementacijom javnih politika. Izložio je referat pod naslovom «Performing the policy of decentralization in Croatia». Osim toga, dr. Petak imao je ulogu diskutantana panelu istraživačkog odbora za političke financije i korupciju, u okviru teme koja se bavila političkim financijama i korupcijom u Istočnoj Europi i Euroaziji.

Osim presjedanja i sudjelovanja u radu panela, kolege Kurelić i Petak susreli su se dosadašnjim predsjednikom IPSA-e prof. Dalchoong Kimom, predsjednikom CEPSA-e prof. Jirzy Wiatrom i nizom drugih istaknutih svjetskih politologa.
